AFRIPOL Participation to the 2nd Global Operational Meeting “Breaking Chains” Seoul, Republic of Korea | February 2026

AFRIPOL participated in the 2nd Global Operational Meeting “Breaking Chains”, held on 5–6 February 2026 in Seoul, Republic of Korea. The meeting brought together law enforcement authorities and international organizations to strengthen coordinated responses to the growing threat of transnational scam crimes. The AFRIPOL participation to the event reaffirms its commitment to enhanced global and interregional law enforcement cooperation in the prevention and fight against cyber-enabled and transnational organized crime. Discussions emphasized the need to move beyond isolated national responses toward faster, more operational, and trust-based international cooperation, including the early exchange of operational intelligence and identifiers, improved coordination of investigations and financial disruption efforts, and enhanced collaboration between law enforcement practitioners across regions. Through its participation, AFRIPOL highlighted the specific challenges faced by African countries, while underscoring Africa’s active role as a partner in international investigations and cooperative frameworks. On the margins of the meeting, a bilateral meeting was held between the AFRIPOL delegation and the Korean National Police Agency (KNPA), represented by Mr. Lee Jae Young, Director General of the International Cooperation Bureau. The discussions focused on strengthening institutional and operational cooperation between AFRIPOL and the KNPA, including information exchange, capacity building, and future joint initiatives. The two parties also discussed the development of a draft Memorandum of Understanding (MoU) aimed at further formalizing and enhancing their cooperation
